In a Nutshell:
The study consists of three town planning-projects to be carried out within the City of Ciampino, by trying to answer to a series of long-standing problems such as the lack of aggregation spaces, the low propensity to developing local commercial reality, the presence of the railway that divides the city center, the critical nature of mobility and transport.
Where and When:
The area of Ciampino (Rome - Lazio - Italy) is home to major wide-area infrastructure (such as railways, the Rome’s Great Ring Road, the International Airport and Via Appia Nuova) making this city one of the focal points of the Roman metropolitan area transportation system. The action will be performed in three different steps, the first of which is already running.
Challenges:
The great challenge that the municipality of Ciampino will face in the coming years sees his transformation from "autonomous dormitory town" in "pole of the city of Rome" which interacts with other urban centers identified by the city’s General Plan. In this context we have tried to give an answer to problems such as the lack of public places generators of ideas and socialization, the low propensity for the development of local business realities and the railway, which divides the city center in two parts. As part of this strategic transformation was conceived a project to its realization through three different steps which create a synergy in terms of functional and social-economic aspects.
Innovation:
It lends an identity to a city without one, through the creation of a central focal point agrees with culture, administration and leisure. The innovative character of the proposal is a new interpretation of the city that goes beyond the boundaries of traditional urbanism and frames problems in a systematic project triggering a gradual process of urban regeneration and progressive strengthening of the social tissue. Each step is the base for the next one, valorising the potential of urban sites. The illustrated proposal is able to transform existing opportunities in concrete actions responding to critical issues and needs expressed by the community.
Concept:
The three phases of the project are created and inspired by the idea that sustainable development is undoubtedly one of the greatest challenges for the future of our cities. This development, in our case, will be pursued mainly through the emergence of an urban regeneration model applied to a reality device. The idea is to create a new aggregative realities, a new cultural, economic, urban and social center. This will be achieved by adopting solutions which should aim at improving efficiency of the urban transport system, reducing environmental pollution (air, water, soil, noise), improving accessibility to the city center and municipal public services and reducing social degradation and marginalization phenomena.
Description:
The project involves the construction of the new public library in a theater, the realization of a square, the re-use of underground space of the former wine growers, the recovery of IGDO and rail range coverage. The “Cantina Sociale” is the cultural hub of this network. In fact, with the recovery of “Enopolio Castelli”, it was created a system that can accommodate a boardroom, a library, an exhibition hall, conference facilities, municipal offices and a theater, revolving around the agora made up of the new square. In the basement, there is a large car park that will make more accessible the nearby link station and the “Underground”: a large cultural center with multiple functions for young people. The “Underground” will create new spaces with a contemporary and multimedia laboratories, musical rehearsal rooms, exhibition spaces, a large multipurpose hall and a space to promote new businesses and start-up companies. The coverage Railway create "a new land" that reconnects parts of the city center nearby but spatially and functionally separated. The project improve urban mobility, reduces noise and environmental pollution but mostly put together two different parts of the city by promoting the accessibility to basic municipal services and in particular the “Cantina Sociale” spaces. At the end, the upgrading program of the “Ex IGDO” provides the urban renewal of a fund of about 16,900 sq.m. located in the town with reception facility function for college students and public spaces. The aim is to create a campus with services in synergy with the city, lead to a strong construction and environmental enhancement of an unused land. It also answer to the question of public spaces transform into green (4.700 sq.m.) and leisure public spaces .
Impacts:
By this planning-project is expected an immediatly effect obtainable by a general revitalization of the socio-economic system of the city, the enjoyment by citizens of areas returned to sociality, the accessibility of basic services for the quality of life of citizens, a better link with the socio-economic structures of the territory, the realization of an ideal connection to the future "Appia Antica Regional Park" and conveying vehicular traffic coming from the area of the “Castelli Romani”. It will benefit, ultimately, the City Council, thanks to derivative effects, will have access to new resources.
