Open Innovation Platform to promote urban solutions with society engagement

In a Nutshell: 
It is an online plataform in which the City Hall issues a challenge related to an urban problem and invites the public to help solve the challenges facing the city. The selected ones were implemented by the municipality.
Where and When: 
The platform E-você most recent implementation was in Teresina City, State of Piauí, from October 2015 to February 2016. The initiative started as a pilot project in Campinas, São Paulo, in 2013 and also happened in Pelotas, Rio Grande do Sul, in 2014. All cities are located in Brazil.
Challenges: 
In Brazil there’s a lack of society participation in public issues. To reduce the distance between citizens and local public management and to promote society engagement was created E-você, an open innovation platform. The challenge was to narrow the dialogue between citizens and the City Hall by creating a tool to involve population in their city decision-making process.
Innovation: 
Important innovation factors are: 1) Online platform manage by the municipality, that allows citizens participation, 2) It’s a transparent tool open to the entire population of the city, 3) It is focused on a service or public space challenge, which generates not only discussions, but practical solutions; 4) Allows citizens to monitor the implementation of actions through a website that works as a blog and provides the accountability of the whole process.
Concept: 
The basis of this work front is the program Juntos pelo Desenvolvimento Sustentável (Together for Sustainable Development) a public-private partnership that aims to improve municipalities management in order to deliver better public services to the population, improving competitiveness of cities and quality of life to the citizens. The program, lead by Comunitas, a Brazilian social organization, aims that municipalities advance towards the 4.0 Government Maturity Stage, in which innovative services are co-created and designed for citizen needs, based on solid transparency practices and policies with network-based management and direct democracy. E-você is a powerful engagement tool that helps to build a culture of open-government. As a premise of Juntos, the solutions implemented by the program are offered to the city permanently, thus the system source code was donated to the municipality
Description: 
E-você is an open innovation platform in which cities can invite citizens to contribute with solutions to improve the quality of public services, with creation and implementation of public policies. The tool enables citizens to propose and address solutions to city challenges in a process that both sides win: civil society that actively participates in the process of improving the municipal capacity to solve public issues and government that opens a channel of collaboration with the citizen capable to provide innovative ideas and low cost solutions. Challenges are released through questions, so citizens could interact sharing proposals. In Teresina city the project had 3 fases: The fisrt one was to release the city challenge started from the question "How youth can contribute to reduce drug use and build a culture of peace?" The target of the initiative was youngsters that were invited to present their proposals. At the end of this stage, a committee selected the 35 best and feasible ideas: on the basis of innovation, enforceability and especially the impact to build a Culture of Peace. On the second fase, the 35 selected ideas went through popular vote on the platform. The top ten voted proposals are awarded with an individual prize and with an amount to make the initiative implementation viable. The last stage is when the ideas are executed by the Teresina City Hall, under the coordination of the author. At that moment, young people are invited to maintain their engagement by accessing the platform, following the actions implementation and interacting with other participants. The selected ideas have in common the youngsters acting as protagonists of change trough several fields as sports, arts, education, robotics, music and entertainment.
Impacts: 
The implementation of the proposals contemplates the region of 13 districts of the north of the city that are home to more than 92,000 people. There was 173 proposals submitted in two months, more than 6000 citizens registered on the platform "Teresina E-você". More than 30 thousand votes distributed among the 35 finalists proposals, 5547 of these votes were directed to the 10 winning. An important legacy to the city is a communication channel, based on collaboration and easy interaction, between population and the City Hall that could be used to countless city challenges.
