In a Nutshell:
A community vision to be a sustainable community that supports environmental preservation and continous improvenment of living quality and competing economy. Approach is through public, people and private partnership in creating 4R i.e. Rethink, Reduce, Reuse and Recycle oriented society. Green industries and community environmental centers are established to achieve waste reduction. Emphasis is on resource management and not waste management.
Where and When:
An initiative involved schools and communities to improve environmental quality was formulated in 2010. Schools from kindergarden, primary and secondary joined the green program and awarded for their excellent performances. Training is provided by the council as a holistic approach for environmental management and continuous improvement. Community sustainable award started in 2013 for resident associations and community based organisations for their green activities
For active participation of the residents needs capacity building and identify local champions. Appropriate technology to be introduced for enhancement of green objective. Local organisations also lack of funding and space for their programs. Community green products are difficult to market because of quality.
Municipal Council as an initiator, motivator, facilitator, regulator and inspector continues to conduct training and awareness for stakeholders. Activities such as zero waste community, eat till finish and appreciate food,composting of house-hold organic waste and urban farming. For town beautification, flower pots donated by private companies were provided for shop houses and schools. To reduce waste generated, recycle of resources is activitively promoted for all stackholders. Shopping malls joined no free plastic bag campaigm. Shoppers carry their tiffin carriers and eco bags when they are out shopping. River for life program with the objective of raising awareness on river water quality is promoted. The intruduction of effective microorganisms such as EM mud balls into the environment is a monthly activity. To prevent oil from polluting water, used cooking oil is collected for soap making in schools and communities.
Seberang Perai in the state of Penang has promoted various activities on environmental conservation where communities of local residents have been highly sentized to participate in waste recycle and other social and economic programs. At local council, a steering committe headed by the President formulates policy, plan, implement, monitor and review environmental program. Numerous working groups are formed in the communities to facilites effectiveness of implementations. Action plan included capacity building, technology adoption, time flame, budget, target setting and coordination. Basically it is a promotion of 4R (Rethink, Reduce, Reuse and Recycle) to stalkholders with the objective of waste reduction and conservation of resources. Thus contributing towards a sustainable city with low carbon emmision. The Council is constantly pursuit for private partnership in green technologies and their investment enhance success of desired programs.
A training models based on climate change, waste management, water quality and conservation of resources is formulated for community and school. Guide books, case studies and policy briefs are developed to assist in training. Weekly training and workshop are conducted to raise capacity building among stalkholders. Local facilitators are appointed to assist in environment conservation in the communities. Publicities through press coverage and facebook are awarded for their excellent achievement. The working groups contantly organise peer-to-peer training and discussion as a knowledge exchange platform. Seminars to share experiences in the best practices are conducted regularly. Besides training, the municipality also provides funding and facilities in promoting recycling, composting, urban farming and other related enviromental activities. With 4P i.e. public, people, private partnership network among creative and innovative commuinity is strengthened thus contributing towards product improvement and recycle oriented society.
57 community recycle collection cum enviromental resource centers are established. The amount of recylables collected is 155,682 metric ton in 2011 and increased to 289,258 metric tons in 2015. The rate of recycling is from 26.48% in 2011 and increased to 39.64% in 2015. Based on tipping fee to landfills at USD5.05 per metric ton, costing saving to landfills is USD1.460,752.90 in 2015. For green schools , only 30 schools joined the program in 2010 and increase to 141 in 2015. 12 sustainble communities was awarded in 2013 and increase to 19 in 2015.
