In a Nutshell: 
The solution demonstrates that socially responsible funding can be a catalyst for urban change. HUDCO’s social responsibility funding through its lending operations for housing development aimed at the poorest sections of society, Corporate Social Reasonability funding and Research and Development funding has had a tremendous impact on urban development in India, through creation of housing, basic infrastructure, and shelters for the homeless. HUDCO used its funds for initiatives such as establishment of underground Waste Bins, Night Shelters, Construction of Green Building, Community Toilets and providing illumination and heating for night shelters etc .
Where and When: 
The solution is implemented throughout India since HUDCO‘s inception in 1970. The funding under CSR funds is since 2013. The funds are used for urban areas throughout India vide HUDCO’s network of 21 Regional Offices (RO) in state capitals, and through the Human Settlement Management Institute (HSMI).
Challenges: 
India is undergoing rapid urban growth, with urban population projected to grow to 600 million by 2031 from 377 million as per Census 2011. 20 percent of the country’s urban households are denied access to safe drinking water, 58 percent do not have safe sanitation, and more than 40 percent of garbage is left uncollected. The housing shortage was estimated at 18.8 million (2012). India needs investments in provision of basic infrastructure facilities and providing shelter to the poor people, whereas most Urban Local Bodies face acute funds and technology shortage to deliver the services to the people. To meet this challenge, HUDCO provides technical and responsible social funding support to projects for the poorest sections of society.
Innovation: 
The innovativeness of the solution lies in the use of conservative surgery approach at an all India level. HUDCO has supported the Urban local bodies, using CSR/ R &D funds for critical interventions in urban areas based on requirements for the vulnerable groups and in improving the environment. HUDCO has so far supported construction of approx 16.6 million dwelling units at All India level, 90% of whom are from Economically Weaker Sections (EWS) and Low Income Groups (LIG). It has also provided support for 128 projects through Corporate Social funding, with project cost of 712 million Rupees in 26 Indian states, and has also used its Research and development support for funding innovative solutions such as energy conservation measures in night shelters etc.
Concept: 
India is a developing country, and given the tremendous challenges facing it, HUDCO came forward to resolve the challenges which Indian urban areas are facing by focusing on the poor and marginalized sections, and sustainable development, through the idea of using social and corporate funds for various innovative project based solutions. Following are the thrust areas of HUDCO’s approach for social responsible funding: • Support to the projects for housing for economically weaker sections and for slum redevelopment projects etc. • Support to the projects of Sustainable development, environmental improvement etc • Support for Projects related to Provision of basic amenities, and Night Shelters for homeless etc., • Support for setting up facilities for women , children and senior citizens. • Supporting training/capacity building programmes of skill and livelihood development for the benefit of poor. • Supporting proposals of Promoting education, including special education to differently abled. • Supporting projects for the differently abled. Some projects supported under the solution include underground Dust Bins in Haldwani in Uttarakhand state to solve the solid waste management issues in the city, Riverfront development at Sabarmati river in Ahmedabad to protect the river and to provide aesthetic spaces for recreation for the community, Night Shelter/facilities, in cities like Delhi, Kolkata, Bhubaneshwar, Cuttack, Vadodara, Shillong for the homeless, Community/Pay and Use Toilets in Delhi, Bangalore, Salem, establishment of Solar power plant in Night Shelters in Delhi and Ajmer to generate renewable energy for illumination and heating, prefabricated zero discharge toilets at Kumbh Mela, housing for disaster victims by provision of prefabricated houses at Leh, Jammu and Kashmir for cloud burst victims etc.
Description: 
The scale and the reach of the solution gives it a unique place in the India urban context. Till now, through project based socially responsible funding, HUDCO has contributed to the construction of approx 16.6 million dwelling units throughout India. Of this, 1.4 million units or 84% of total dwelling units sanctioned have been in Economically weaker section category. HUDCO has supported 128 projects, worth 712 million Rupees in 26 Indian states under corporate social responsibility funding. Many innovative projects have also been supported and funded under Research and Development initiatives. Some recent initiatives include Underground Waste Bins, in Haldwani – kathgodam in Uttarakhand, Night Shelter/facilities, in Bhubaneshwar and Cuttack in Orissa, Vadodara in Gujarat, Yamunanagar and Jagadhari in Haryana, Shillong in Meghalaya, Chittorgarh in Rajasthan, Thrissur in Kerala, Chindwara in M.P, and in Kolkata in West Bengal, and many other cities in India, Construction of Community/Pay and Use Toilets in Kotputli, Kota in Rajasthan, in Seemapuri at Delhi, Ayakudi in Dindigul Distt. and Kongnapuram in Salem Distt. In Tamilnadu, Bangalore Rural Distt. in Karnataka etc. through local bodies/Govt. Deptts and Disaster Rehabilitation in Madhya Pradesh, Gujarat, Jammu and Kashmir. etc. Four recent lauded innovative projects supported by HUDCO which deserve a mention here include: • Installation of underground waste bins at Haldwani by Nagar Nigam, Haldwani, funded by HUDCO using CSR funds. • Design and Construction of a green building, SAS Nagar, Mohali (Punjab) by Forest Department, funded by HUDCO. • Sabarmati River front Development, Ahmadabad, Gujarat funded by HUDCO. • Installation of Solar power Plant in Night Shelters in Delhi and Ajmer to generate energy for their use and heating in winter under R & D funds by HSMI.
Impacts: 
The activities under the solution have had a great influence on urban development in various Indian cities and on the deprived people. Establishment of Night Shelter/ shelter facilities, public toilets, underground Waste Bins etc., which are spread across Indian urban areas have provided access to shelter and to basic infrastructure facilities to lakhs of urban poor and marginalized people,. The projects have contributed to urban environmental improvement and improved sanitation, improving sustainability in the urban context. The projects are also replicable. For instance, many cities of India such as Chennai, Rajkot, Surat etc. have initiated similar projects for riverfront development taking Sabarmati riverfront development project as an inspiration. HUDCOs CSR activities are just beginning in India and also these activities are still emerging activities so that in the forthcoming days these activities will play a significant role to find new urban solutions to improve basic infrastructure facilities and to reduce housing shortage Indian urban areas.
